Ear covers in affilliated competition

I am trying to fnd out what the rules actually are with regards to Ear covers in competition.
According to the rules for my national spanish federation (as far as I can make out) that they are NOT permitted unless in extreme circumstances to keep away flies.
But as my federation (and many of the other National federations) work in line with the FEI regualtions, and having seem more and more people using them in competition, then I wonder what the rules actually are. Do you have to get permission from the judges each time?
Does anyone know?

I am sorry that I have no idea about the Spanish national rules, but in all horse sports the rules of the national federation are used in national competitions unless stated otherwise in the event rules, whilst those of the FEI are used in international competitions.
I agree that it can be very confusing when the rues seem to contradict each other, and even more so when it seems that the rules are ignored, without penalty, by some competitors
